Nelson Dollar, Sr. Chair Appropriations, Chair, Health Care Reform


Representative Dollar is currently serving in his 7th term in the North Carolina General House of Representatives. He serves as the Senior Chair of the Appropriations Committee and on a range of committees including Finance, Insurance, Commerce, Health and Human Services, Transportation, Public Utilities, Regulatory Reform and University Board of Governors Nominating.

He is the principle with J. N. Dollar and Associates, a media and public relations firm. His past career included teaching at Wake Technical Community College, the N.C. Department Commerce, and the Office of the North Carolina Governor.  Representative Dollar has Masters and Bachelor degrees from Appalachian State University. He has been active with the Boy Scouts of America for 42 years and is a leader with C.L.U.B. Youth Ministries.

Jennifer Snow, Director, Public Policy, NAMI (National)

Jennifer Snow

Jennifer Snow is Director of Public Policy for the National Alliance on Mental Illness (NAMI), the nation’s largest grassroots mental health organization.  Nonprofit and nonpartisan, NAMI is dedicated to building better lives for the millions of Americans affected by mental illness.  In this role, Jennifer oversees NAMI’s policy agenda and serves as the leading expert on priority issues such as Medicaid, the Children’s Health Insurance Program, and the individual health insurance market.  Prior to NAMI, she spent 15 years at the U.S. Department of Health and Human Service (HHS) as a policy advisor in the Secretary’s office and a legislative director at the Centers for Medicare & Medicaid Services (CMS).   Earlier in her career, she focused on state policy issues with the North Carolina Office on Disability and Health.  Jennifer has a Master of Public Administration and a Bachelor of Science in Public Health, both from the University of North Carolina at Chapel Hill.

Kathy Nichols, Director, Division of MHDDSAS

 

Kathy Nichols is the Assistant Director, Services and Supports, for the NC Division of Mental Health, Developmental Disabilities and Substance Abuse Services.  Prior to that, she served as the Behavioral Health Manager for NC Medicaid, the Acting Advisor on ADA and Olmstead, and a Policy Analyst for Medicaid Transformation. She has over twenty years of experience working with the homeless, mental health, and substance use populations in NYC.

Nichols holds a Master’s Degree in Social Work from New York University and a certificate in public health from Johns Hopkins.

 

Changes are coming to North Carolina’s Medicaid program, which provides health care coverage to over 2 million North Carolinians and is a critical lifeline for many people with mental health conditions.  Hear perspectives from a state legislator, the Medicaid Division, and NAMI national policy expert about integrated health care in the context of North Carolina’s transformation.

Learning Objectives:

  • Attendees will learn fundamentals about Medicaid program design, including eligibility, benefits, and service delivery. 
  • Attendees will explore recent trends in Medicaid delivery system reform, including transitioning from fee-for-service to managed care. 
  • Attendees will apply learnings to North Carolina’s request to transition to a managed care delivery system in Medicaid.
